PENNINGTON COUNTY ASSESSOR REASSESSMENT NOTICE

Minnesota Statute requires appraisers to physically inspect properties at least once in a five year interval. Beginning May 2026, you will start seeing Pennington County Appraisers continuing through December 2026. This inspection process is called the quintile review process. To ensure uniformity and accuracy, a physical (on-site and in-person) inspection is necessary to obtain accurate property data. The primary objective of the quintile review process is to maintain and improve data quality, integrity, and consistency.

Statutory Requirements for Quintile

The specific statutory citations for the quintile are Minnesota Statutes, sections 273.08 and 273.01

Minnesota Statute 273.08 states:

“The assessor shall actually view, and determine the market value of each tract or lot of real property listed for taxation, including the value of all improvements and structures thereon, at maximum intervals of five years and shall enter the value opposite each description. When directed by the county assessor, local assessors must enter construction and valuation data into records in the manner prescribed by the county assessor [emphasis added].”

Minnesota Statutes 273.01 states:

“All real property subject to taxation shall be listed and at least one-fifth of the parcels listed shall be appraised each year with reference to their value on January 2 preceding the assessment so that each parcel shall be reappraised at maximum intervals of five years [emphasis added].”

Minnesota Statutes 273.20 states:

“Any officer authorized by law to assess property for taxation may, when necessary to the proper performance of duties, enter any dwelling-house, building, or structure, and view the same and the property therein.

Any officer authorized by law to assess property for ad valorem tax purposes shall have reasonable access to land and structures as necessary for the proper performance of their duties. A property owner may refuse to allow an assessor to inspect their property. This refusal by the property owner must be either verbal or expressly stated in a letter to the county assessor. If the assessor is denied access to view a property, the assessor is authorized to estimate the property's estimated market value by making assumptions believed appropriate concerning the property's finish and condition.”

Pennington County Uses Everbridge for New Emergency Alert System

People Living, Working or Visiting Can Sign Up to Receive Critical Communications and Emergency Alerts

Pennington County, MN — Pennington County is now working with Everbridge, the global leader in critical event management and public warning, to keep communities safe and informed with quick and reliable emergency notifications and public service announcements. Pennington County will begin using Everbridge to communicate with residents and businesses during emergencies and other critical events. Residents are encouraged to register immediately to receive these alerts. Signup by going to emergencyalert.penningtonsheriff.org or by scanning the QR Code below.

Pennington County will use the Everbridge emergency notification system to alert residents about a variety of events, ranging from severe weather, fires, floods, and other emergencies to more routine announcements, such as road closures and water utility maintenance. Messages will be sent to residents on their preferred devices — cell phone, SMS, home phone, email, and more—to ensure real-time access to potentially lifesaving information. Residents listed in the Pennington County 911 database will be automatically subscribed to alerts by phone, but Everbridge allows citizens to self-register, provide additional contact information, or opt out.

“We have a commitment to ensure public safety, community awareness and emergency response. To uphold this, when critical information and public service announcements are available, we need to reach our residents as quickly and reliably as possible,” said Erik Beitel, Emergency Management Director. “The Everbridge emergency notification system allows the Pennington County Sheriff’s Office to disseminate this information across all types of devices, ensuring residents have access to real-time public information when they need it the most.”

“A resilient, comprehensive critical communications system is an essential tool for public safety authorities who need to engage with residents and businesses rapidly and efficiently,” said David Wagner, CEO of Everbridge. “Everbridge is proud to have been selected by Pennington County as a critical component of its public safety and emergency response program.”

Recycling cardboard is a high-impact way to make a difference in the amount of solid waste that goes to landfills. Sometimes those who wish to recycle forget an important step in the process, removal of the packaging materials inside the cardboard container.

Foam packaging mixed with cardboard is a major contaminant in recycling; you must remove all foam, bubble wrap, and plastic before flattening and recycling the cardboard box, as these materials jam machinery and cannot be recycled in the same process.

Make sure you remove the packaging from the cardboard and throw it away with your municipal solid waste, which may be curbside pick-up or in a dumpster. If you are concerned that the foam packaging takes too much space in your municipal solid waste, simply break the foam up in a tote or garbage can which will reduce its size, then dump it into a garbage bag.

Many people are receiving Christmas gifts that arrive in cardboard boxes right now. Please recycle those cardboard containers and please recycle responsibly.
